The hazardous chemicals transportation of Baota Waterway of Jiangsu Section of Yangtze River is mainly about the transportation of bulk dangerous liquid. In2013, the annual throughput of Baota Waterway is about16.25million tons, which accounts for more than35%of Dachang Marine Office and about30%of supervision quantity of Nanjing Marine Bureau. Baota Waterway is surrounded by large chemical companies and transportation enterprise, such as Yangtze Petrochemical, Yangtze-BASF, Nanhua and Longxiang Liquid Chemical. It is the collecting and distributing center of Nanjing and Eastern China. In recent years, because of the steady growth of dangerous chemicals traffic volumes, diversified dangerous goods and large-scale vessel, maritime crisis management faces new challenges. For marine office, supervising Baota Waterway dangerous prevention work is the most important job. In accordance with the practice of daily supervision, the thesis will probe how to deal with the regulatory risk of Baota Waterway dangerous prevention work.Based on the extensive literature review and on-site field research, this thesis uses public management, risk assessment and other theories to explore the risk prevention and safety supervision status and safety risk of navigable environment, wharfs, and other dangerous goods in the area of Baota waterways. The thesis uses the theory of risk assessment to carry out the quantitative analysis on the accidents within the area in recent years and summarizes the four risk points of the area. Finally this thesis puts forward risk control proposal on the four risk points from the two levels of management and risk prevention and safety supervision.
