Study On The Ship Safety Inspection System Of Shandong Maritime Safety Administration

With The development of ocean, the magnitude of using the marine becoming bigger and bigger. A large number of New International Convention enters into force, more and more high quality demanded to the ship, the crew and the relevant industry,it put forward to new challenges to the ship safety inspection work. The ship safety inspection plays an important role in the international shipping industry, especially the PSC inspection has become an important standard and the lever.to measure the safety of the ship.In my paper, through the ship selecting mechanism and the present situation of domestic and international ship safety inspection analysis, with the development of the present environment of the security work, combined with the actual situation of the development of Shandong maritime safety administration of ship security and maritime information systems, proposing to change the traditional ship safety inspection work. Building a maritime supervision of construction of a ship security expert support system to cater for the fast growing demands need.This paper mainly do the following research working:The first:analying and researching the status of domestic and international ship security check work;Second:in the circumstance of considering the Shandong maritime safety, administration at present,various construction of maritime supervision resources and information system, analysis foundation to construct the security expert support system has already formed;Third:analysis of ship safety inspection working process, puts forward the researching content of support system of ship security expert, and from the designing of several design principles, system structure and the main function of the system are proposed to support the system of ship security experts construction suggestions, in order to realize a closed vessel regulatory chain.I hope that through this study it can provide a fast and effective support to maritime shipping security, improving the quality and efficiency of the security work and providing a learning platform for screeners, providing the help for the cultivation and construction of the security team, providing certain reference.to the subsequent maritime mobile law enforcement system.
