The development of international trade urges world transportation industry need speeds up. Because ocean carriage has a large capacity with low freight, it bears more than80%of the total transportation in the world. With the development of shipping industry, ship safety becomes more and more important for countries around the world.On terms of different inspection targets, ship safety inspection is generally divided into two parts-Port State Control and Flag State Control.In1982, China founded two experimental units of in Dalian and Tianjin. In1994, China formally became a member of Tokyo MOU. So, until now, most of the coastal and inland ports in China have carried out FSC. Ship safety risk assessment is a complex research project, and ship safety inspection is a dynamic security risk supervision and inspection to a ship directly by maritime safety administration. China MSA has paid a great deal of manpower and material resources to develop ship safety inspection. All the object and human factors in the process of ship navigation and operation that may affect the normal production will be inspected, such as the hull structure, main equipments and the crew competency, etc. Ship safety inspection contains not only Marine hardware, but marine equipment, the crew, ship safety management, etc., which guarantees the effective protection of life and property environment at sea.This paper is around the inspection actualities of international PSC and domestic FSC. On the basis of summing up predecessors’experience, the author points out that FSC in China is an effective and important way of ship supervision and management. It has played an important role in reducing the number of low-security ships, improving ship technical condition, protecting ship safety and marine environment. However, because maritime regulatory power is limited, it cannot implement continuous supervision for all ships, and ships which have passed FSC inspection lack corresponding quantitative assessment of ship safe, especially it is difficult to tell the safety level of ships with non-detention defects. As a result, it makes high repeatability and lack of focuses in maritime daily supervision, and shipping companies cannot take full advantage of FSC results to carry out targeted safety management. Referring to the foreign-related research achievements of ship safety inspection target selection and safety risk assessment, according to the actual situation of our country, this paper uses analytic hierarchy process and fuzzy theory combined with FSA (comprehensive safety evaluation method) to evaluate ship safety for ships inspected by FSC. As well, through the instance analysis correction, it provides an example for the future maritime management agencies and shipping companies in China to make full use of FSC results and focus on the key safety supervision and management of low-security ships, and then it will improve management efficiency, achieve cost saving and ensure the safety of ship effectively.
