The shortages of energy and environment pollution have become problems all over the world. For the time being, the main problem of the energy use in China is still low efficiency, poor economic benefit, the ecological environment pressure, so energy-saving emission reduction, reducing energy consumption and improving the comprehensive utilization rate of energy will be the important content of the strategic planning of energy development, and also be the fundamental way to solve our energy problems. China is a big country of iron and steel, to achieve energy-saving emission reduction and improve energy efficiency goals mainly rely on the industry. The industrial waste heat, which is considered to be a "secondary energy", is more and more favored. China is a big industry country, the industrial waste heat is also very rich, but our utilization of secondary energy is quite low compared with developed countries. Since most heat is of low grade, which is difficult to extract, large amounts of energy is wasted in various forms for no suitable recovery equipment and utilization ways. Therefore, improving our country’s secondary energy utilization rate is a magic weapon to solve the energy-saving emission reduction, but also be of great advantage to solve the problem of energy crisis and environmental pollution problems in China.In this paper, we take Jinan Iron&Steel Co., LTD as the research object, analyzing the current situation of steel process produces waste heat recovery methods, types and utilization by investigating on the spot. With the improvement of living standard, China’s urbanization level is getting higher and higher, which leads to the problem of increasing winter heating area mainly. For example, the new heating area around Jinan Iron and steel is about300000square meters. The forming way of winter heating is steam heating, which is not only cost highly, waste of steam seriously, but also causes the waste of energy:high quality steam for heating do not meet the "energy cascade utilization" principle. In response to this phenomenon, Jinan Iron&Steel Co., LTD put forward the reform project of heating scheme in2013-2014, and mainly in the low vacuum transformation of BF blower3200. In order to validate the feasibility of the project, the steam turbine low vacuum test operation is performed before the transformation, which provides a theoretical basis for project implementation with the analysis of the test data. After the completion of the transformation, the analysis of the running situation of this system in the2013-2014heating season shows that the waste heat of steam turbine for heating system is feasible, the transformation is simple and reliable, the system runs well, the satisfaction of heating system user is high, the investment recovery period is short, meanwhile it brings considerable economic benefits, social benefits and environmental benefits for the enterprise.Finally in response to the low rate of heat utilization in summer, this paper puts forward the scheme which uses the waste heat steam driven Libr absorption chiller for the refrigeration in summer, and carries out the feasibility analysis by comparing with the electric refrigeration system. The conclusion is that, low grade waste heat driven bromine cooling unit for refrigeration in summer is of good economy also worthy of promotion in the industrial waste heat rich area.
