The safety problem of rural drinking water in Hebei province has always been serious.Based on the factors of rural drinking water safety, combined with the national policy toimprove rural drinking water situation, rural drinking water safety engineering of Hebeiprovince arises. At present, the evaluation method for domestic status of rural drinkingwater or safeguard mechanism of rural drinking water are lacked neither. Based on thesurvey data, discussed the evaluation method for domestic status of rural drinking waterand safeguard mechanism of rural drinking water.From five aspects: water source, water supply, water quality, wastewater reuse andwater price formulation, to describe the present situation of rural drinking water in Hebeiprovince detailed. Extracted valid data and then choose the current situation indexes ofwater quality, water quantity, comfort level, supply reliability as four parameters creativelyto evaluate the present situation of rural drinking water and further refine the evaluationparameters by component to ensure the accuracy of the evaluation results. First, determinethe weight of each evaluation parameters by component and calculate by applying themethod of multi-factor comprehensive index of each evaluation parameter values. Then,judge the relative important relationship between the evaluation parameters, using thefuzzy mathematical method to calculate the weight of each evaluation parameter. Finally,using the method of multi-factor comprehensive index again calculated composite index tomake a digital expression of the present situation of regional rural drinking water in Hebei.Using the regional rural tap water popularizing rate character of its infrastructure level,analysis the correlation between regional per capita GDP and regional rural tap waterpopularizing rate, found that they have significant positive correlation relationship, but thecorrelation between present situation about regional rural water quality or quantity andregional rural tap water popularizing rate is negative. Considering the relationships whichis advanced or laggard between regional per capita GDP and regional rural tap waterpopularizing rate, finally determine the priority level of regional rural capital or policysupport.Do sensitivity analysis about influence factors of present situation of rural drinkingwater in Hebei, determined the sensitive degree of influence factors which related to thepresent situation of rural drinking water and divided the factors into three categories:natural, artificial, natural-artificial. According to the results of sensitivity analysis found that: natural-artificial factors had the highest sensitive degree for present rural drinkingwater situation, natural factors had less, artificial factors had the least and proved thathuman activities should take the initiative to follow the law of nature from the aspects ofphilosophy and ecology. Further divided the engineering properties into three kinds foreach subdivisional work of rural drinking water safety engineering, respectively are:fundamental, extended, concomitant. Finally, base on the sensitivity analysis result orengineering properties division, determined the priority level for each subdivisional workof rural drinking water safety engineering in Hebei province.From five aspects: water quality, water quantity, comfort level, supply reliability andlong-effective mechanism to solve the problems of rural drinking water safety. Introducedthe solution for a wide variety of drinking water safety problems, comprehensive told thesafeguard mechanism of rural drinking water in Hebei province, provided theoretical basisand technical support for the implementation of rural drinking water safety engineering.
