Distribution network is the important connection between the transmission network and the users, which is a very important part of power system. The reasonable planning of distribution system is vital to the system operation stability, operating economy and power supply quality. Distribution network planning is carried out based on present situation analysis and future load forecasting. The optimal planning strategy of power system should satisfy the future user capacity and power quality. And the cost of construction and operation should be minimum with satisfying the load increasing and operation safety.In this paper the current load forecasting methods are illustrated firstly, which includes elastic coefficient method, time series method, regression analysis method, forecasting method of artificial neural network, fuzzy prediction method, grey prediction method and expert system for predicting method. The forecasting model and application scale are also given. Based on the mentioned, an adaptive load forecasting method is proposed. The control parameters can be adoptive adjusted according to practical load data with providing the accurate prediction results. The simulation comparison between the mentioned methods is proved in a practical sample system.Substation locating and sizing is an important part in power system planning, which directly affect the system skeleton, operation economy and reactive power locating of future system. Based on the mentioned load forecasting method, an optimization model for substation locating and sizing is given. Weighted Voronoi diagram and alternative location allocation algorithm are presented for solving the proposed model. The practical system proves the validity of the proposed model and algorithm.The typical connection mode and the station main wiring of distribution system are illustrated. The system planning model is given with considering the economy, safety and reliability. The planning model can determine distribution system of the planning level year. And the transition system skeleton can also be determined based on the current system situation.
