Study On The Construction Standard Of The Public Service Facilities For The Aged Of Residential Area In Changchun

The incoordination between population and economic and social developmentspeed，is the main reason of aging problem in China. The issue of supporting eldersis increasingly prominent in cities. The serious lack of pension institutions, hugefinancial pressure, high fees and away from city of independent elder settlements, allwill make that they can only absorb some specific elders, and is just a complement tothe service system. Then most elders still need to depend on home-based orcommunity-based aging to spend their twilight years. It plays a key role in easingaging problem. Currently, its construction has many problems, such as contentsettings, service and management. If any of them encounters some trouble, whichwill reduce the service efficiency, and affect the quality of life of elders seriously.Whether these facilities are fully equipped holds a great influence on home-basedaging. This paper in view of home-based aging, focusing on the public servicefacilities for the aged, tries to survey their development status by interviewing someresidential areas in Changchun. From project settings, building indicators and manyother perspectives, the author hopes that this study will be helpful to its constructionor reconstruction in new or old residential area. Finally, it will reach the goal thathelps more elders live in familiar and friendly environment sustainably.This paper discusses from four parts. The first part introduces the background,purpose, range of this study and its contents, ways and frame. The second partdefines several related concepts, pension ways and main theoretical foundation, andintroduces basic features and demands of old people, and then arranges developmentstatus at home and abroad. The third part introduces the context of public servicefacilities of residential area，and analyzes the current situation of pensions service inChangchun and the survey findings. The last part mainly discusses concepts andprinciples of the construction, and puts forward building standards and someproposals by analyzing the sorts and indicators of setting items.
