With the rapid development of the human economy and technology, the human demand for energy is growing. Energy and the environment are two important factors that affect economic development. Mankind constantly advances gropingly in the progress of development and utilization of new energy. Development and utilization is a basic choice of the energy development strategy in the21st century. Wind and solar hybrid power generation system is designed to compensate for the deficiencies of alone wind or solar electricity generation system. It ensures the power supply reliably and stably. It is the most reasonable and independent power system, such as the most reasonable technical proposal and the most reasonable price performance. Therefore, the research on wind and solar hybrid power generation system exist important theoretical significance and application value.The overall structure of wind and solar hybrid power generation system is designed in the paper, the wind turbine operating characteristics and the principle of photovoltaic arrays is analyzed, and the mechanism of battery charge and discharge progress is also recommended. Contrary to the problem of wind turbine low charge in operation, this thesis talks about the DC/DC converter structure and working mechanism. On the basis, contact with fuzzy control, it proposes solar panel and wind turbine maximum power point tracking control strategy, and designs the battery charge and discharge control strategy and energy scheduling strategy to achieve the minimum cost of system operating. According to the proposed control strategy, we design a wind and solar controller, including hardware circuits design and system software design. The hardware circuits consist of microcontrollers and peripheral circuit, signal detection circuit, PWM wave generating circuit, MOSFET driver circuit, protection circuit, and communication module circuit. The software design consists of battery charging and discharging program, wind turbine and solar panel maximum power point tracking program and man-machine interface program.Finally, according to the design, we develop a product prototype and some experiments. The results of experiments show that the overall research ideas, control strategies hardware circuits and software design of wind and solar power system are reasonable and practical.
