Large volue、fast、punctuality、safety, rail ease the pressure on urban traffic, guide development of the urben, and promote the process of urbanization. Rail system with different size and structure leads to different urban form. Rail system in Tokyo metropolitan support the development of the area, but the rail in Beijing is not enough to meet the needs of the Beijing metropolitan area. How the rail system to support the development of urban areas, how big gap of rail between Beijing and Tokyo metropolitan area, how to develop in Beijing, this is an important issue. With complex network theory, the paper establish rail network model of Tokyo metropolitan area and Beijing, to compare network topology, including degree, characteristic path length, clustering coefficient and betweenness, finding that the two networks show small characteristic path length and low clustering coefficient, which are scale-free networks. But rail network of Tokyo metropolitan has higher average degree, larger diameter, higher clustering coefficient, and higher topology level.Further, the paper explaines economic implications of degree and betweenness when considering site attractiveness and accessibility, and illustrates the practical significance of characteristic path length and clustering coefficient when considering convenience of the network, which is an innovation of this paper. The results are as follows:a small numbe of stations with high degree and betweenness and a large number of stations with low degree and betweenness lead to obvious differences of relative accessibility in Tokyo metropolitan, which guides urban spatial pattern; differences of degree and betweenness are not clear. Considerring convenience of network, rail network of Tokyo metropolitan is more efficient.Based on topology statistics, the paper compares the rail system of Tokyo metropolitan area and Beijing. Firstly, in terms of network size, the paper makes comparison of site size and network scale, and highlight transfer station and ring, finding that rail system with large-scale, high-density promote the area’s development. In terms of network structure, link plus radiation belongs to Tokyo metropolitan area and Beijing rail system when depicting topology diagram of transfer station. When considering rail hub, the paper establish a central node model based on degree centrality and betweenness centrality and get central nodes, to find that they will located at the intersection of ring and radiation, to further explain the location advantage of rail transportation hub will promote the development of the city center. Finally, based on the analysis of the results, some suggestions for the development of rail in Beijing are offered.
