Urban integrated passenger transport center is a place which passengers can transfer to other modes of transportation; it is also a transport link between inside and outside the city. With the rapid development of railway hub, high speed railway and city traffic will take extremely important responsibility in comprehensive transportation system in the future. While the connection between them will directly affect the efficiency of city comprehensive transportation. Study on the relationship between the hub passenger transport coordination and linking time has important economic impacts and social benefits, the efficient operation of passenger transportation network area plays an important role, is also conducive to improve the overall efficiency of the traffic and transportation system.This paper firstly analyzes the definition and function of integrated passenger transport center; based on the different character of various modes in transportation hub, the capacity of components of integrated passenger transport center is determined; Second, the calculation method of each single ability is also proposed; With the two level logit model, the shares of each mode’s passenger flow is calculated; furthermore, analyzing the transfer problem between every individual’s real ability and what it is demand by establishing a evaluation system. Third, the paper calculates the time cost for passengers to get to a transfer mode, and compare it with the most efficient time cost which is set by using a model; finally, the departure time for each transfer mode is optimized by the bi level programming optimization model which also take the operating cost for the hub and transfer mode operators into consideration. The research contents include the following parts:(1)Railway passenger transport hub individual capacity. Analyzing the composition of transportation hub ability in integrated hub, which generally includes:the ability of railway passenger transport, urban rail transit transport capacity, city bus passenger transport capacity, private cars and car transportation capacity, Based on the related literature, the calculation method of the individual capabilities is established.(2)Capacity matching analysis of each mode of transport. Study on all transports and their capacities evacuating the passengers out of railway station, focusing on the capacity of the railways and urban rail, railway and city bus, urban rail and urban transport interchanges capacity matching problem, from this point of view, the efficiency is analyzed.(3)Time linking effectiveness analyzing. Passenger who transfers to access transport mode getting off from railway is the subjects. Based on the distribution of railway vehicles’arrival time, and interval of access transport mode’s operational mode, different methods of calculation are used, and an example is given in the end.(4)The operational schedule optimization for access transport. The operational optimization schedule for transport capacity and linking time would be different in the use of this coordinated approach in the paper, to meet the basic requirements of the premise, by the way, enhancing the operational efficiency of the system as large as possible.(5)A Bi-level Programming model is established which take operation cost into consideration. Upper Level is consisted of the cost of passengers and operators, lower levels are based on UE principle. The final goal is enhancing the efficiency of the passengers by not causing substantial growth in operating expenses, which means implementing this principle by giving different weights to the variables.
