Hman development cannot leave the demand and use of water resources, but theglobal is the total available water resources and uneven distribution. With thedevelopment of social economy, the water shortage problem increasingly prominent,water for production and living and ecological environment, discontinuous flow,groundwater level dropped dramatically, ground subsidence, animal and plantecological degradation and a series of phenomenon, the development of social economycaused incalculable loss. Therefore, to maintain the sustainable utilization of waterresources become human sustainable development an important strategy problem mustbe solved.In order to make full development and utilization of water resources reasonably, toregional water resources sustainable utilization level evaluation and classification,FeiDong Xian with uneven distribution of water resources, the complex component, theadoption multi-level comprehensive fuzzy evaluation model based on AHP structureweight. For FeiDong Xian makes an analysis of the degree of water resourcessustainable utilization, better to consider the uncertain factors in the evaluation ofregional water resource, aimed at promoting the sustainable utilization of waterresources.First of all, this article on the basis of analyzing the general situation of the waterresources FeiDong Xian, put forward in this paper, we study the background, purposeand meaning. At home and abroad are reviewed in this paper the optimal allocation ofwater resources sustainable utilization and the research status and achievements, pointedout the direction to the research of this paper. And delves into the theory of optimalallocation of water resources sustainable utilization and, as in this paper, we study thetheory support. FeiDong Xian water resources are classified, secondly, this paperanalyzes the total structure of water resources and water quality, and using the forecastmethod to FeiDong Xian forecast analysis on water resources supply and demand in thefuture. On the basis of the theory and analysis, this article from the water resources andsystem, social, economic and environmental coordination level four angles FeiDongXian water resources sustainable utilization evaluation index system is constructed.Combining with the actual situation of FeiDong Xian, refer to various statisticalyearbook from2005to2010, collecting relevant data, using the analytic hierarchyprocess (ahp) to determine the index weight, then USES the fuzzy comprehensiveevaluation model to evaluate FeiDong Xian level of sustainable utilization of water resources, and the evaluation results and the reasons are analyzed in detail. Finally,based on the analysis of FeiDong Xian and system of water resources, the social,economic and environmental coordination level four perspectives on the basis of theresults and the reasons, this paper puts forward the targeted and effective FeiDong Xiancountermeasure and the suggestion of optimizing allocation of water resources, aimed ateasing the county growing contradiction between supply and demand of water resources,to realize the sustainable utilization of water resources and sustainable development ofsociety, improve local water resource utilization efficiency and ease the shortage ofwater resources crisis.
