At present, with the rapid development of economy, society and urbanization, the conflict between demand and supply of urban water resources becomes more and more crucial. Based on the theory of sustainable development and system theory, this paper is to elaborate the problem of the urban water resources utilization and demand in Tengzhou city, Shandong Province, provides a decision-making basis for water resources development.The problem of urban sustainable development and urban water resources utilization facing the world today was discussed. The basic condition of Tengzhou and Tengzhou city was briefly introduced and the water resources of Tengzhou and the present conditions of water resources utilization were considered by the paper.The present conditions, water demand and supply of urban water resources of Tengzhou city were also analysed in detail.The demand and supply of urban water resources and analytical balances were predicted and analysed. GEM(1,1) and other five methods were established to predict the amounts of demand and supply of urban water resources.The water supply resource in the future-The Yangzhuang basin karst water system was described. Exact evaluation of groundwater resources is the premise and base of rationally utilization and management of groundwater. Based on the analysis of hydrogeological conditions in the study area, calculation and chose of the hydrogeological parameters was performed by GA, and three methods were used to evaluate groundwater resources of Yangzhuang karst water system in this paper. Calculation and analysis of water resources carrying capacity of Yangzhuang Basin were set up. As well as suggestions of protection about Yangzhuang karst water system was provided clearly. Furthermore, indicators and evaluation method of sustainable development of urban water resources were briefly outlined.
