HuaiHe river basin plays a very important role in our economic society. But extremely lack of water resources and serious pollution has severely hampered the development of society and economy. This paper summarizes characteristics of water resources and the actuality of water resources’exploitation about HuaiHe river basin, finds that the total water resources volume is not abundant, per capita volume of water resources is poor, precipitation is uneven in time and space distribution, floods and droughts occur frequently, Water pollution is serious and the level of water resources’exploitation and utilization is high. Above all, an evaluation model is set up and used to evaluate the level of sustainable utilization of water resources in HuaiHe river basin from2000to2012. The evaluation result shows that the level of sustainable utilization of water resources has always been very low and the level is on the rise, the score is between34.26and46.4; the state has transferred unsustainable utilization into weak sustainable utilization since2009; The development level of water resources is always very low and the trend is on the rise. The coordination level between the society, economy, ecological environment and water resources is on the rise, at the same time the level is low. Aiming at the condition that the sustainable level of water resources is quite low, the following countermeasures of sustainable utilization are put forward: Optimizing allocation of water resources; Improve the management on water resources; Promote the construction of water-saving society and improve the utilization of water resources; Strengthening prevention and control of river basin water pollution.
