| With the rapid development of construction industry in our country, the lega lrelationship between the employer and the contractor is becoming more and morecomplex， their conflict of interest is more and more serious. In addition, due to lackof imperfect legal system and market disorder in our country, a large number of illegaloperations exist in construction activities which leads to increasing disputes ofconstruction contracts, especially disputes involved with construction cost occupy alarge proportion. As the terminal method to solve disputes of construction cost,construction cost evaluation can provide a factual basis for the judicial authorities tosolve the disputes between the parties.Standing on opposite sides of interests, the two parties tend to provide evidencein their own favor and ignore the evidence in other’s favor deliberately, which willcontribute to the incomplete identification material and bring large obstacles to theworking staff. In order to ensure smooth progress of identification work, this essayputs forward the application of restoring method based on WBS in construction costidentification through restoring real amount of work, unit price and cost etc. toachieve the real construction cost, thus gaining identification opinions of practicalsituation.This research mainly includes the following contents:（1）Firstly, this essay gives research to related theory of construction cost. Itanalyzes the constitution of construction cost from two aspects and clarifies therelationship between contract price and clearing price of construction and installatio nproject. Then it combines the definition of construction cost to study the reasons whythe identification arises and analyzes the characteristics, principles and theories ofcost evaluation. This essay also presents the problems which identification inst itutionmay face during the evaluation process. At last, this essay deducts the calculationmodel of cost identification based on the calculation model of clearing cost ofcomplete settlement.（2）In the light of existing problems during the identification process, theauthor proposes to apply the restoring method into the construction cost identification.Through site investigation and process materials during construction, restoring thereal amount of work, unit price and pricing standards in order to achieve the evaluated cost which could meet the actual situation.（3）The restoring is a complex task, involving a lot of materials during theprocess, which makes this work difficult. In order to ensure the restoring work to becarried out smoothly, the author puts forward restoring method based on WBS. Thisapproach decomposes restoring work into several levels by taking advantage of WBSprincipal so as to make the task easier to be implemented and managed. The buildingof restored WBS provides the template for the people who will identify constructioncost using restoring method based on WBS in the future.（4）Via factual case studies, it proves the feasibility of applying the restoringmethod based on WBS into construction cost identification and provides a referencefor future evaluation institution who will use this way to identify construction cost. |
