During the21st century，railway plays an increasingly important andirreplaceable role in the world economy and the sustainable developmentof human society．As the backbone of our transport system，railway is anational economic artery．The development of modern technical equipmentdepends eventually on upgrading the quality of human resources．Modernrailway needs not only a large number of personnel，who have high-technologyand high-theory，to fulfill the research and designing assignment，but alsoa great many skilled personnel with rich practical experience，hardworkingspirit and superb skills．However，facing the ambitious planning of railway development and thecurrent requirements of high-speed EMU safe operation，the high-speed EMUworkers in our country are unable to meet the needs of the development ofhigh-speed railway in the educational or technical facet，especiallyvarious weaknesses of the technical skilled personnel, for instance, theunreasonable structure, the insufficient quantity, the low educationallevel, the incomprehensive control of the new equipment．Along with thegradual building and revenue operating of the national high-speed railnetwork，the contradiction above mentioned is day by day highlighted．So it has become a hot and critical issue for Chinese Railways to resolvethe training puzzles of EMU workers．The paper utilizes investigate-research method，document analysismethod，interviewing method，and comparative analysis method．On the basisof the skilled personnel training mode of domestic and foreign existingrailway, according to the field interviews and actual data obtained fromZhengzhou, Xi’an, and Wuhan high speed EMU overhauling and utilizingdepots，the paper analyses the current situation and existing problemsin EMU overhauling skilled personnel and their training, and providessuggestions to deal with these problems．Also, this is the paper’s keyinnovation and has important significance in application．...
