Although China attaches great importance to the construction of power projects,but the shortage of electricity supply is still large. To ease the tension power supplyand demand situation, the state has stepped up the construction of the power projectinvestment, setting off a new wave power project construction, the new power plantconstruction projects increasing energy, project risks are constantly increasing,Riskmanagement is imperative. Risk management is the management method of makingrisk will to be the lowest by scientific and reasonable means,namely through the riskidentification, measurement and controlling, to reduce the adverse consequences ofrisk to the minimum at minimum cost.Its essence is to expand as much as possible tograsp the controlling results, while reducing did not grasp the control results, andexpect it can lock the costs and benefits of enterprises, to ensure that all can obtainrelatively stable profit under different conditions. The risk management processincluding: risk identification, risk prediction, risk measurement, risk controlling andrisk management assessment.In the process of risk management for the development of N straw power plantconstruction project with the application of the theory and technology of riskmanagement,to identify risk firstly, summarizes its investment risk include: social risk,technical risk and price risk, rate risk and raw material supply risk.Risk prediction adopts in this project is the method of qualitative analysis, theanalysis found: in the the macro social environment of the N project investment,there are still some risk.China’s relevant policies and measures for biomass powergeneration is not specific, not refinement, and there are a lot of temporarymeasures.The actual development with the tax and subsidy policy and in the biomasspower generation projects do not match, the preferential tax policy to straw powergeneration in China is still not clear, but also has the very big difference overenforcement;Risk factors of N straw power generation project market that several:1,the straw direct fired power plant operation efficiency is low, power generationstandard coal consumption higher.2,the provisions of part of the subsidy of biomasspower generation introduced in everywhere, electricity price subsidies for enterprisesto use biomass power generation, but the requirement is still difficult to fullycompensate the cost increases for the due to rapid increases in staff wages andmaterials for the biomass power generation projects;Some local governments have not seen burning straw for harm to environment and air,not see the importance ofstraw power generation project using straw for the protection of the environment, butthe one-sided emphasis on the protection of farmers’ economic interests, cause anenterprise to purchase straw raw material cost increases, the raw material risk inproject investment risk is increasing; in China, including straw power generation thebiomass power generation projects, enterprises and the upstream and downstreamindustries have uncoordinated development, the technical service system supportingfor biomass power generation industry is weak;The collection, transportation andprocessing of biomass resources have difficulty; for the scientific research andtechnical support of straw power generation project is not enough, mainly rely ontechnology and equipment from abroad, there are risks on technology.Through building multi-level risk fuzzy comprehensive evaluation model forstructure in N straw power generation project, and carry out quantitative analysis ofinvestment risk, summed up the six risk factor model of second layers:Electric energyuncertainty risk, maintenance cost risk, electricity settlement risk, operation risk, risksof safety and the service life,risk of scrap and electricity price risk third layers of theuncertainty risk is project risk directly affects the economic benefits of straw powergeneration.From the point of view of hierarchical distribution of risk factors, riskfactors basically N straw power generation project life cycle early are distributed inthe lower stratum structure diagram level, on the contrary, the life cycle of the lateelement is distributed in the higher class structure diagram level.In the controlling riskof the N project of straw power generation project, risk avoidance, risk transfer, riskretention loss control, so risk prevention and control strategy provides high directionfor the management, and the most effective method must be dependent on the specificmeasures.Specific measures to deal with the risk of investment are:1, pay closeattention to market, forecast and analysis of by science methoh.2, emphasis onresource assessment, planning and human capital.3, carefully selection of technologyand equipment, improve the ability of innovation.4, make emergency plan, areasonable spread loss.5, improve the dynamic management, strengthen the riskconsciousness.
