The Productive Safety Management(PSM) is always playing an important role for the society and government. The gas station is related to our production and life, its operation already became the topic that we cared about. In recent years, the dangerous chemical industry in our country is developing rapidly, and the scale of gas station is expanding gradually. Though it can prevent the accidents and reduce risk through the safety designing, operation, maintenance, inspection, education and other methods. It cannot be absolutely safety. Due to the gas station operate the inflammable and explosive dangerous chemicals such as gasoline, diesel oil, there are still defects in daily safety management, which lead to the possibility of gas accident. Therefore, the emergency plan of a gas station is particularly important; it can effectively prevent the accident occur and expanding. At the same time, it can reduce the loss to people, property and environment which caused by accidents.The main idea of this thesis as follows:Firstly, on the basis of relevant emergency management theories analysis, which is combining with the characteristics of the gas station emergency and43gas station of the actual situation of Wushenqi, we analyzed the problems that exist in the gas station emergency preplan.Secondly, we proposed the thinking of gas station emergency preplan, meantime, it analyzed the feasibility and necessity template of emergency in gas station preplan compiling.Thirdly, by analysis of43Wushenqi gas stations’ emergency preplan content, we accumulated and understood the unexpected problems of gas stations in the process of the emergency exercise. And combining the theory of emergency management, we raise the general gas station’s emergency preplan template.Fourthly, we classified the accidents from the gas stations, and clear about the disposal methods of universal and special measures, analyzed the problem of personalized when general template be used in specific way.Fifthly, we verified the effectiveness of general gas station’s emergency preplan template. The general emergency of gas station’s rescue preplan template plays a guiding role on emergency rescue of gas station, which provides a new thinking for emergency of gas station management. And improve the operability of emergency rescue preplan which to enhance the ability of coping with emergencies in gas station in further.
