Urban traffic congestion is a big problem, which constrains the urban development."Adams Law" shows that the key to solving the problem is not to widen the road, but toimprove transport efficiency. Against this background,"Bus Priority" was brought into being.Conventional public transit has the advantage of large Capacity, but it runs slowly. Thesubway can carry large volume with high speed but the long construction period and high costis a trouble. By contrast, there are obvious advantages of rapid transit system: Large volume,high speed, low cost, short construction period, which can relieve urban road congestioneffectively.Bus Rapid Transit system is a quasi-public goods. As a public welfare, its characteristicdetermines that the operation of the BRT system differs from general business, which needs totake full use of the quasi-public goods and performance evaluation methods to analyze andsolve problems. At present, the researches on the performance evaluation about BRT mostlypay attention to route planning and service quality unilaterally, ignoring BRT’s public welfarecharacteristic. Meanwhile, the BRT system has many defects during the operation, such asinadequate capacity and poor stability. And there are contradictions between the variousstakeholders. Therefore, we need to focus on BRT’s public welfare characteristic and takeadvantage of performance evaluation for the public service to solve defects of the BRT systemand problems among stakeholders.To solve this problem, firstly we should research the influence of four stakeholders(enterprises, employees, passengers, government) on the performance evaluation of the BRT.Secondly, using factor analysis method to screen indexes obtained from the questionnairesthrough field research, online questionnaire etc., then we can construct the performanceevaluation index of bus rapid transit, which has five aspects to determine the performanceevaluation of BRT system: passenger satisfaction, staff, finance, government, and technicalcapabilities. Finally, making use of the analytic hierarchy process to calculate the weight ofthe index and levels obtained from the expert’s questionnaires, the performance evaluationsystem is built.BRT performance evaluation system based on the stakeholder theory is applicable forBRT systems in different cities. By comparing the scores, people can discover advantages anddisadvantages of the BRT system to make improvement, which provides relevant experienceto the cities that don’t build the BRT system yet.
