| Substitute construction is a new model that can replace the traditional government investment project management mode.Its implementation can well solve many problems faced by previous management methods,thus effectively improving level of construction and management government investment projects,in line with the needs of China’s economic system reform and the transformation of government functions.However,given the large scale,long lead times and high risks associated with government investment projects have made their risk management a bottleneck to the development of government investment projects in China,as well as an extremely complex social issue.Therefore,it is necessary to take effective action to tackle the problem in order to ensure the smooth implementation of government investment.Firstly,this thesis describes the background and the importance of the study,and explains the research content and methodology,as well as the technical route.At the same time,it analyzes the relevant literature research your own and foreign literature,combines the stakeholder theory,the research related to the substitute establishment and the risk management theory,and explains the main research contents and relevant results in the risk management of the substitute establishment project.Secondly,based on the actual situation and the relevant theoretical knowledge of China’s contracted projects,the whole contracting process consists of four phases: decision,design,construction and completion,and this thesis identifies the stakeholders in each stage through the three-dimensional stakeholder identification model.With the help of literature method,case study method and Delphi method,the risk factors of each stage of the substitute construction were categorised according to the degree of association of each stakeholder,and the list of risk factors of the substitute construction project was established and optimised.Then,based on the list of risk factors of the substitute construction project,a risk index system of the substitute construction project was constructed,the weights of the risk evaluation indexes were calculated using the AHP method,and the risk evaluation model of the substitute construction project was constructed using a vague holistic assessment method.Finally,a case study of risk management of a substitute project is carried out with W project as an example,and a risk evaluation model is applied in its risk evaluation analysis.According to the risk evaluation index measurement scores,it is found that there may be various risks in this substitute project.At the same time,countermeasures to cope with these risks are developed,which provide some reference for decision makers to develop corresponding risk countermeasures. |
