Cost Control Theory And Method Of Research Of Cold Storage In Cold Area In The Construction Stage

With the rapid development of China’s national economy, the people’s living standard has improved, people also improve their demand to food quality step by step, So the cold chain logistics come into being to meet the needs of people, Constructing of the cold storage is developing rapidly and becoming grand gradually. But this industry is a new industry in our country, various management models is still in the exploratory stage, this paper makes analysis on cost control of cold storage in construction stage in cold region. The author combined a fairly perfect research system in construction industry with the distinct characteristics of cold storage in construction stage in cold region. Combined with the construction environment and the building function, starting from explicit costs and implicit costs, generalize and analyze its influencing factor, increase awareness and attention of the construction enterprises on cost control in construction stage, based on following the Inherent principles, measures are putting forward in pertinence according to the various factors.To verify whether the measures work, based on a large amount of literature on management of construction project and predecessor’s main research achievement, this paper applies an example about a cold storage in construction stage in the city of Heihe, this project take into consideration of the above factors, and comply with corresponding measures strictly, Earned Value method for quantitative analysis in view of factors of explicit cost, by calculating the parameters and analyzing deviations, study the relationship between Planned Value, earned value and actual value, analyzing the cost and schedule performance metrics, observing the effect of cost control according to the sequence schedule, the manager can timely discover the difference and take some rectify measures, integrated control costs and the progress of the construction. Fuzzy Comprehensive Evaluation (FCE) method for qualitative analysis in view of factors of implicit cost, firstly we use Rough Sets Theory method to determine the weight of influence factor of implicit cost, building the influence factor index system, at last using the fuzzy comprehensive evaluation method to set up estimate model, and estimate to the control effect.This paper analyze cost control measures of cold storage in construction stage qualitatively and quantitative, Evaluate the effect of control combine with the experimental, esteems above a process unceasingly, improving and perfecting, there are also study limitations and the issues which need further study, but it’s hoped that the studying results will provide a research method and theoretical foundations, and can give some references for cost control of cold storage in construction stage in cold region.
