In recent years,with the gradual increase in the country’s productivity level,the level of the national economy has been growing steadily.As one of the five major infrastructure projects in China,the construction industry is closely related to the country’s economic development and people’s living standards.Along with the increasing scale of the construction industry and the increasing complexity of project construction,the cost of engineering projects is also increasing.In order to enhance the competitiveness of construction enterprises themselves,doing a good job of cost control is the priority task of the moment.Cost control is an important link in the project management of construction enterprises,the implementation of its scientific and efficient management can promote the improvement of the profits of construction enterprises and ensure the economic benefits of enterprises.This paper summarises the theories and methods of cost control at home and abroad,and finds through comparison that the earned value method is currently the most effective method applied to cost control.Based on this,the article proposes the use of the earned value method to calculate and analyse indicators for construction costs of building projects.Combining the problems of the current earned value method,the limitations of the traditional earned value method are changed and a second level of earned value is introduced on this basis.The main body of the project is divided into a number of sub-projects,and the earned value indicators are calculated and analysed for each sub-project and the results are reflected at a higher level and finally in the overall project.The logical relationship between the various tasks of the project is taken into account to minimise project cost deviations.The quality earned value is introduced on the basis of the secondary earned value,and the quality fuzzy comprehensive evaluation model is constructed by using the hierarchical analysis method,and the quality index Q_e is derived after calculating the actual level of project quality Q_a and the planned level Q_b through expert scoring,which quantifies the quality.The quantitative results of the project quality deviation analysis,can be derived from the quality factors on the degree of impact on the cost and schedule,so that project managers can take timely measures to correct the deviation,to achieve multi-factor integrated management.Finally,taking the passenger station project in Changhai County,Dalian City as an example,the improved earned value method is used to calculate indicators and analyse deviations for the passenger station project by linking theory to practice.To a certain extent,it proves the scientific applicability of the earned value method to cost control and enriches the theoretical study of the earned value method.It provides a useful reference for cost management in the construction industry and greatly contributes to the forward momentum of our economic development.
