As an important part of the waterway transport, ro-ro transport has the advantage of low energy consumption, small footprint, low cost, high efficiency, large transport capacity door to door, higher-tech and so on With the role in promoting the economic development of coastal areas and other areas of the Yangtze River, it can drive the development of the local tourism industry and have been the important industry promoted and supported by our government actively.With the rapid development of ro-ro transport, how to plan the layout of the functional areas and determine the size of each functional area has become an important factor in the survival and development of the ro-ro ports. Earry in the port construction, land size of the ro-ro port is estimated through standard requirements, based on experience and throughput forecasts. But it cannot form a complete computing system Considering that China’s land resources are scarce and arable land is dwindling, how to ensure the conservation of land resources under the normal operation of the ro-ro port will have great significance for the sustainable development of ro-ro transport.The scale of the parking lot has a significant impact on the scale of the entire of the ro-ro port area. This article firstly gives us a systematic analysis of the composition and role of the several major functional areas, and a detail of the processes of passenger service, vehicles operations and baggage operations, and directions of the parking lots of the ro-ro port. Secondly, this article researches the logic flow of navigation operation system and vehicles boarding operation system, and establishes a simulation model for the parking lots system of the ro-ro port by using computer simulation technology. Thirdly, through the simulation model, we can get that the parking scale trend changed by the law of vehicles arriving, the number of vehicles boarding and the security check efficiency.Finally, we give an actual ro port as example to verify the validity of the model. By this paper, we can make an important reference for improving utilization of the port land resource, and maximize investment returns of port projects.
