In recent years, the rapid development of China’s national economy, including thedevelopment of the construction industry increased fast, is very important. Project management isthe guarantee fast completion of an important project management tools.Project objectives andproject management control is an important part of the work. The proprietor, construction units andother units attached great importance to the target control projects were has taken certain measuresto ensure the smooth implementation of the target. However, the current construction industry havemany problems, such as the construction delay delivery schedule, the project collapsed,and theseadverse conditions seriously hampered the successful completion of the project objectives. In orderto improve the efficiency of the project target control, the paper project schedule, cost and qualitytargets three studies, trying to find multi-objective planning and control scheme, making the projectto get a balanced multi-objective optimization control.there is a unity of opposites among the three objectives what are the time,cost,and quality ofproject. The thesis tries to make the three objectives balanced optimize by compressing the time ofduration standing on the construction unit.At the mean time,the author establish the appropriateproject projecta balanced multi-objective optimization model.The problem of the balancedmulti-objective optimization refers to the way of the objective function within the constraintsarriving simultaneously optimization,which means the decision variables that take a set ofparameter values corresponding to the same time get a balanced optimization objective functions.Target control project is also accompanied by uncertainty.The thesis introduces the concept of thedegree of deviation from the target and Multi-objective optimization of the basic theory andstochastic modeling techniques so that the author can improved multi-objective projects a balancedoptimization model.The thesis compile a project to improve the multi-objective particle swarmalgorithm standard and solve the optimal value of the model by the process of standard particleswarm optimization.Finally, through empirical analysis to verify the feasibility and effectiveness of the model andalgorithm, and the project for the construction unit of dynamic multi-objective control of the wholeprocess put forward relevant proposals. The results showed the equalizer to optimize the value ofthe construction unit as the target program values which speed up the progress and the units alsohave much profit and good quality.The project can be completed fast.
