Along with the rapid development of the economy, China automobile’sproduction and sales get into a rapid growth condition, and its auto-industry alsobecomes stronger. China’s auto-industry has stayed at a steady stage of high leveldevelopment since it became the first automobile production and sales country in theworld in2009. From then on, automobiles have got into the people’s daily life as theconsumer products, and the auto-industry also become an important industries inChina.With entering into WTO and foreign economic&trade changing frequently,China native cars has been going out of the country and to the world gradually.Thecustoms statistics showed that China’s vehicle exports has presented a developingtrend of the blowout from2005.Although China’s auto-industry has got a growthquickly, there still exists some huge crisis and hidden dangers, such as the confusionof export order, malignant competition, and the technical barriers to trade in thedeveloped countries has become the biggest obstacle for China native cars toexpanding the overseas markets deeply. Therefore, how to push the technical barriersto trade limits that developed countries made to restrict China’s automobile exporthasbecome one of major topics that needs of being solved.This paper introduced the Automotive Technical Regulation System’s history ofdevelopment, structure, application range, effectiveness and certification process ofthe UNECE regulations and the EEC/EC command, and analyzed its difference andrelationship between the two automotive technical regulations system in Europeansystematacially. After that, the paper also introduced the Automotive product typeapproval system in European and China.This paper introduced the European carcollision technical regulations emphatically, and analyzed the differences of Chinaand European regulation by comparing the type of testing and indicator&requirements in front collision, side collision, rear collision, pedestrian protection andthe protection of children and other content. At last the author recited the outstandingissues and its reasons that arose while China native cars dealt with the Europeancrash regulations.On the basis above, the effective measures that China native carsshould be taken to dealt with the European crash regulations, such as improvingvehicle crashworthiness, the optimization path of force transfer, restraint systemmatching accurately, Rcoordinates designed reasonably and improving the vehicle’s passive safety integration technology has been studied emphatically. At last,validation studies had been done by using the China native cars as the examples.The results shows that: there is a certain gap between China and Europe, invehicle passive safety regulation’s testing items and requirements, or in theautomotive technical regulation systems. Therefore, Chinese automotive Enterprisesand administration should improve the regulation system and technical standardsconstantly by taking active innovation in technical and institutional aspects, toimprove the China native cars’ quality and the level of safety and narrow the gapbetween China and Europe. By using the methods above, the export quantity could beincreased and China could turn into an automobile strong country from a automobilebig country.
