Chinese high-speed railway is promoting social progress and economic development for its flexibility, the characteristics of human nature and the mode of the "public transport". As the end of the link of ensuring the train safety and preventing malignant accidents, engineering department has been the research foucs of the safety management of railway transportation. Considering the actual situation of single high-speed railway driver, the paper analyzes the main influencing factors of the unsafe behaviors of high speed railway Emu drivers. Focusing on the optimization of crew Scheduling and the control of safety operations, the paper establishes ant colony optimization model of dynamic discriminant information, which target is the shortest total correlation time and the most uniform of non-productive time, by the analysis of motor train-set organization theory and the study of current main plan optimization of flight general methods, and finishes example verification. Combined with the field security management of high-speed railway, the paper also puts forward the control means of unsafe behaviors of Emu drivers.
