Power supply reliability is one of the important technical indicator of distribution network operation and management level. Fast economic and social development of reliable power supply distribution network equipment has higher requirements, this requirement is directly reflected in the Power supply reliability, how effective control the power supply reliability become a serious problem. At present, including most of the domestic power supply enterprise is widely used after the control means, that is the first power outage, and then statistical approach. This control method easily lead to artificially high supply reliability rate index because of the lack of input validation power outage.And due to the lag in power failure work, often failed to provide an effective response, leading to a poor control effect.In this thesis, The author have studied some contents of GIS, and to improve power supply reliability by some applications. At first, investigate the system architecture and features of Huzhou grid GIS system, Provide theoretical basis for how use of GIS systems in supply reliability management. the development of power information requirements for building an integrated application platform, and the grid GIS as an important sector of the application platform, integration of design requirements that must be met on architecture. Huzhou grid GIS build an integrated network topology model on the open commercially relational database, technically satisfy the city or the province centralized deployment and performance requirements, in the grid GIS basis of city and county unified construction, to provide rich functions of grid GIS, to achieve the purpose of seamless connection by the power grid operation, maintenance and technical business. Second, discuss the function modules of Huzhou grid GIS system, Based on geographic information systems, topology management and electrical equipment data management, build a geographical environment network model for the distribution network reliability management, the purpose is have an effective management of the grid’s assets, planning, design, construction and operation maintenance, and provide data to support advanced application software and other subsystems. Third, discussed the GIS-based planned maintenance of power supply reliability management process, using the means of reliability pre-control, makes working nodes forward, reached the prior informed beforehand processing status, and by focusing on the actors of affect power supply reliability rate, utilization of various means to record, analyze, compare these elements, to achieve the purpose of closed-loop supply reliability management. At last, Research and development some ways and functions of statistical analysis of operation data based on GIS system, fault repair judged, standardization inspection with GPS-GIS in Huzhou, Reduce the outage time and scope of distribution line from multiple angles and means, and ultimately achieve the purposes of improve the power supply reliability index.Through the introduction of GIS-based distribution network overhaul plan management philosophy, by using the powerful data support of GIS system, to achieve the purpose of reduce the outage time and power failure users, in order to achieve power supply reliability of pre-control and manage the entire process.
