Grid Design Program Resources Allocation Optimization Assessment And Program Management System Research

First, the paper has introduced the status of our national electric power industry development. And the author thinks that most of the current management mode could not bring the single project target into correspondence with the general strategic target of the whole enterprise during the process of the grid design project management by analyzing the new situation for the project management of grid enterprises. Moreover, partially resource shortage, uneven resource allocation as well as the competition for resource among projects have become the core problem which need to be focused on, faced and solved by the personnel of grid design project management under the condition of multi-project.Secondly, based on the introduction of related theories, this paper has analyzed the current problems of our national grid design program management, such as lack of efficient strategic guidance, planning and coordination, systematical methodology of management, etc. On the basis of the analysis of current situation, the paper pointed out that the resources allocation optimization assessment is the core problem of grid design program management, resources allocation optimization is the key to improve the quality and efficiency as well as the important base of operational mechanism of program management. In order to solve the problem of projects priority ranking for resources allocation of grid design program management, the paper has specifically defined the indicators for grid design program management according to the characteristics of the grid design program, and then used AHP to break down and quantify the complex, time-consuming and tough problems caused by grid design program management, and made research through the real case from daily work. Furthermore the complete organization setup, smooth and efficient communication mechanism were also the indispensable parts of the management mechanism of grid design program management was proposed.Finally, starting from the management mechanism of grid design program management, the paper based on the real case study to put forward:Establish the organizational mechanism with PMO as the core to realize the centralized planning and management, establish the communication mechanism with PRMIP as the core to realize the efficient information sharing and free communication, establish the operational mechanism with resources allocation optimization assessment as the core to realize the resources allocation optimization for program management. The triune mechanisms could complement each other, better optimize the resource allocation for the grid design program management and controlling.
