Study Of Program Management In Municipal Construction

With continuous development of urban construction, the number of municipal projects is increasing, and the scale is expanding. Then it has been a tendency to apply program management theory in municipal engineering. Therefore, this paper aims to do a research about the application of program management in municipal engineering.On the basis of analyzing previous research about program management and municipal engineering management at home and abroad, this paper firstly introduces the concept and characteristics of project program and program management, and the characteristics of municipal engineering. Then this paper analyzes the feasibility and necessity of applying program management in municipal engineering. Then according to the existing organizational mode of municipal engineering, this paper does a detailed analysis of implementation steps, organizational design, resource allocation and noted issues in municipal engineering program management.On the basis of the above research, this paper takes a municipal engineering in Tianjin for example, analyzing the application of program management in the engineering. The analysis includes three aspects of construction plan design, organizational structure design and resource allocation. Then this paper summarizes the implementation effect of program management application in the engineering, by comparing the results of single project management. Finally, the paper summarizes the conclusions of this study and directions for further research.The results of this paper show that the implementation of program management mode in municipal engineering is feasible, and can achieve good results. Compared to the mode of single project management, this model can greatly improve the effectiveness of resource utilization, and achieve cost savings. This study further emphasizes four issues to be noted in municipal engineering program management, including coordination between projects, coordination between functional departments, coordination between functional departments and project departments, and resource allocation between projects.
