The broader application of Code of valuation with bill quantity will make great benefit to the construction industry in China.The paper focuses on the content of Code of valuation with bill quantity and its application in SGCC. The study begins with a research on the power transmission line project and goes deeper to explore the Code of valuation with bill quantity and project cost management, followed by illustrations of the terms including project bidding, contracting, visa,claims, billing and other terms related in the project management link. Using the mathematics method, puts forward a mathematical model of multi-objective decisionof AHP in the selection of bidding strategy and its application, set up a convenient and effective method for bid quotation.In the latter part, a project cost management solution under the Code of valuation with bill quantity is presented.In the research, the author found out there is a shortcoming in the software "Bill quantity in power transmission project" developed by SGCC and a solution way is presented. The research provide reference to improve the project cost management within SGCC.
