After joining the WTO, our nation is facing the problems of how to link with the international usual practice in engineering cost management. In order to meet the requirements of market economy and the WTO, the relevant departments of our nation has promulgated 《the Code of Bill-of-Quantity among construction engineering》 , and has put forward to the Bill-of-Quantity Model in July 2003 .The Bill-of-Quantity Model adapts marketable economy and makes project coniractors free bidding. This model by means of competence to form the Price is catering to intemational regulations and symbolizing the improvement of price management system in China. But due to the homologous supplementary measures aren't perfect or can't be established and inveteracy of the original quantity model , it made the construction enterprise to confront the more dangerous bidding risk after carring out the Bill-of-Quantity Model. Therefore , it is a very important task to construction enterprises which try to improve succeeding rate and quality of proiect bidding in accept of the fierce competition trial in the construction market and on the basis of risk brought by analyzing the strategy of using bidding to quoteIn this paper, it elaborated the methods of bidding to quote under the Bill-of-Quantity Model and usages of bidding strategy on the foundation of analyzing and studying 《the Code of Bill-of-Quantity among Construction Engineering》 , at same time it is analyzed that the risk brought by bidding strategy and the influence of these risks upon the construction enterprise at first.
