As an important part of the power industry construction, power transmission project not only relates to the quality of electricity supply, grid stability and security, but also has an inseparable connection with the daily life of social production and development. The construction of power transmission project inevitably involves investment, large-scale construction of grid supporting, energy conservation and other issues. Thus, the detailed and meticulous research of the necessity, feasibility and rationality of the proposed transmission project can not only verify the importance of the project from the technical, economic feasibility and possibility, but also provide a scientific and rational basis for investment decisions and promote objectivity and impartiality of the project feasibility study and evaluate. The construction of the 110kV transmission project in Daqi Tal Zhao is based on the supply needs of the surrounding area of Daqi Tal Zhao. It has a great significance in easing the tension of the supply pressure, improving power grid reliability and security and stabling the operation of power grids in this area.This paper makes an in-depth analysis of the investment assessment theory for the power transmission project to fully grasp the frontier issues of pre-project evaluation. After that, it combines evaluation theory and methodology to evaluate and assess the investment of 110kV transmission project in Daqi Tal Zhao. Specifically, this paper firstly illustrated the background, purpose and significance of this topic in detail and reviews the related research about pre-evaluation of transmission project at home and abroad. Then it points out the main contents and contributions of this paper. Secondly, it introduces the theoretical basis of the pre-evaluation of transmission project investment, including the concept, characteristics, principles and contents. Thirdly, this paper develops an evaluation index system of transmission project investment based on the full analysis of the selection principles of relevant indicators, and explains the specific meaning of each indicator and its calculation method in detail. Fourthly, based on the above study, this paper performs a systematic research on the necessity of the construction of 110kV Daqi Tal Zhao Power Transmission Project from many aspects, including the project profile, status quo of power grid and power system load, etc. Also, system access solutions and construction scales are described. Furthermore, it uses Fuzzy-Grey Trigonometric Clustering Comprehensive Assessment Method to conduct the investment evaluation of 110kV Daqi Tal Zhao Power Transmission Project. Applying the proposed method for weight determination and evaluation model, the paper further demonstrates that the 110kV Daqi Tal Zhao Power Transmission Project is reasonable and feasible, and worth investment. Finally, it makes a conclusion of the research work, points out the shortage of this thesis and makes expectations about future’s research.
