With the development of world economy, solid bulk cargo transportation increased, the transportation amount has accounted for one third of the world’s total shipping. Due to many types of the bulk cargo transportation, each cargo with different physical and chemical properties, there are greater risk during transportation. According to statistics, human factor is the first of varieties of factors leading to ship loss accidents, up to 86.4%. Consequently, in order to ensure the safety of solid bulk cargo transportation, people grasping and understanding the nature of goods becomes important factors. Mastering the nature of solid bulk cargo and transportation rules requirements is particularly important to improve the level of crew operation.For many problems during maritime transportation process of solid bulk cargo, in order to improve the professional ability of employees at the same time, this paper studied the transportation safety of solid bulk cargoes, established a comprehensive information platform. In collecting and sorting circulars of protection indemnity club and the cargo transportation and operation guidelines of shipping companies, analyzed the risk of bulk cargo transportation, and provided the related solutions and protective measures; studied the classification of the cargo information in the 《The International Maritime Solid Bulk Cargoes Code》, proposed a general design of maritime solid bulk cargo comprehensive information platform connecting, including cargo information module, operation guideline module, emergency protection information module, knowledge learning module, self-test and examination module, message board online module, provided a detailed design for each system and accomplished it eventually.This platform used 3-tier architecture of the system based on C/S mode, used the object-oriented C# programming language, the selection of development tools is Microsoft Visual Studio.NET 2005, the selection of database is SQL Server 2008. The adoption of advanced technology can guarantee the stability and practicability of the system, and help maritime transportation personnel query, cognize, understand, update and maintain the solid bulk cargo information, relevant rules, convention and guideline; users also can be made learning solid bulk cargo knowledge and self-test examination to consolidate learning effect.The design and implementation of maritime solid bulk cargo comprehensive information platform can improve the crew and related employees to grasp the nature and protection measures of solid bulk cargo, and is of great importance to improve the shipping solid bulk cargo transportation safety.
