On Setting Up Neritic Search And Rescue Volunteers Team Under "Tsingdao Mode"

In recent years, due to the frequency of emergencies, volunteer teams have been an important role in all types of emergencies. The country also realizes the importance and necessity of building of volunteer teams.As a part of the volunteers to participate in maritime searching and rescue, the emergency response force has also been an important part. As the country continues to promote the opening policy and the modernization construction, the formation and development of maritime search and rescue volunteer team has been provided with a favorable social and economic condition. In this paper, the condition of the construction of the maritime search and rescue volunteer team between China and foreign countries is compared, also basing the condition of that in Tsingtao, summarizing the successful experiences, analyze the ability of that of Tsingtao. The Tsingtao mode "Maritime Searching and Rescue Volunteer Team Building" is a nationwide promotion in coastal areas to form a volunteer searching and rescue network. Combining the professional forces and volunteers, a high efficiency Mode can be realized, forming the new mode of maritime searching and rescue in China.
