| The development of maritime administration of China has entered a new phase. In order to plan the development for the coming years, decision makers have to assess and compare the capabilities of concerned Maritime Safety Administrations (MSAs in brief). Researches on comprehensive assessment to capabilities of MSAs of China are rare. In this research, an approach based on Dempster-Shafer theory of evidence (D-S theory in brief) is presented to assess the capabilities of MSAs of China,.The main activities of this research are:(1) Reviewing the literatures on the comprehensive assessment approaches and Dempster-Shafer theory; studying the basic definition, the Dempster’s rule of combination, and convertibility of frame of discernment of D-S theory as well as evidential reasoning approaches for multi-attribute decision making with uncertainty;(2) Designing a multi-attribute model to represent comprehensive assessment of maritime administration. Based on ER approach, a multi-attribute assessing model is structured to evaluate the capabilities of MSAs.(3) Defining the attributes of the model; for some quantitative attributes, the definition and formulation are made and their definitional domain are regulated; for other qualitative attributes, the concept, frame of discernment and the standard to obtain bpa are set up.Applying the approach presented in this research to assess the capabilities of Shandong local MSAs to prove its effectiveness with Intelligence Decision System software. |
