At the MEPC 62 nd session held on July, 2011 in London, MEPC voted to amend MARPOL Annex VI to include Energy Efficiency Design Index(EEDI) For New Ships, which means the EEDI will enter into force on January 1st 2013 for newly built vessels flying the flags of MARPOL Annex VI members.The Energy Efficiency Design Index(EEDI) For New Ships evolves from CO2 design index. The difference is that CO2 design index has the aim to reduce the greenhouse gas emission but the Energy Efficiency Design Index is intended to improve energy efficiency of vessels by making improvements of ship design and construction to reduce the overall amount of CO2 emissions. The adoption of the Energy Efficiency Design Index(EEDI) For New Ships will have marked impact on ship design and construction and decide whether the design can be come into construction and the ship delivery.This thesis intends to do some study on EEDI for new building ships and analyze the effect on the design and construction of ships after this regulation enter into force by method of explaining the regulations and case analysis. The statement of the Rule background and development is to make understanding of the Rule in depth. Analyze each parameter’s definition and the method that how to obtain correct value for each of these parameters, investigate how the parameters affect the Attained EEDI Value, propose the practical measures to develop the attained EEDI value Make some proposals for the deficiency of the undertaking requirement. Taking a certain LNG carrier for example, show the how to calculate the attained EEDI value for the LNG carrier which is fixed with dual fuel oil engine, clarify the philosophy of selecting the parameters for such ship. For such vessel, the Attained EEDI value obtained under the gas fuel model is much better than oil fuel model. Meanwhile, make assessment of installed power and prove that the installed power can maintain the manoeuvrability under adverse condition.
