At present, the Codes for seismic design in many countries use the anti-seismic design based on strength. However, this method does not take the capacity of plastic energy dissipation when the structure comes into plastic condition. Performance based on seismic design is a brand new anti-seismic idea which takes the capacity of deformation of structure in plastic condition into account.Affected by near-field earthquake, the structure will generate obvious deformations instantaneously as a result of velocity pulse. So when we study energy dissipation, we should pick up the energy which causes the instant failure of structure instead of taking total energy as the basis.This paper introduces the concept of MECE and provides the final design for two Inverted-V Concentrically Braced Steel Frames in accordance with the MECE spectrum. Finally, using PUSHOVER and time history analysis, the paper also calculated the inter-story drift ratios and energy distribution of the examples within the influence of actual earthquake in order to evaluate the rationality of the design method.
