Under the new environment that factory-net are separated and the factories produce according to their bids in the market, the traditional reliability targets exposes some shortages gradually, because the stability of electricity machine unit of the generate company under the new environment is already no longer purely a technique problem. So, reliability evaluation system adapted to the monopoly system operating mode should be realigned to accommodate the electricity market. Wind/photovoltaic hybrid generation system is acclaimed due to its own characteristics of renewable and non-polluting, which is a power system of economy and reliability. But it is still a risk system because of the instability of wind and solar power. Large-scale integration of wind power and solar photovoltaic (PV) power in an electric grid can result in a high operating risk due to their randomness and intermittency. Therefore, it is important to evaluate the reliability benefits of systems consist of wind and solar power.Because the commercial behaviors in the power market have an impact on reliability, we can use the "commercial availability" theory combined with power system reliability theory to explore commercial reliability evaluation system for wind /photovoltaic hybrid generation system. We must find some new indexes, which can reflect the market environment, into the traditional index system of power system reliability. Therefore, we will build a new economic system reliability index system to provide the basis for greater economic benefit and sustainable development.In this paper, firstly, the characteristics of wind/photovoltaic hybrid generation system are analyzed based on the reliability and economy evaluation methods of the traditional power system. The new evaluation index system of economic reliability is established, including income and cost of power generation, stability of power generation and power supply, and core competitiveness for sustainable development. Then, an effective method to determine the weight of multi-attribute and multi-criteria indicators is proposed, based on AHP (Analytic Hierarchy Process, AHP) and entropy, a more comprehensive and objective method. Finally, according to engineering characteristics of wind/photovoltaic hybrid generation system, the method of grey comprehensive evaluation is selected to analysis an example to evaluate the reasonableness of the index system, which proved that wind/photovoltaic hybrid generation system will have a good prospect and is an effective way to solve the energy problems and environmental pollution caused by conventional energy.The new economic index reliability evaluation system of wind/photovoltaic hybrid generation system is established to match the innovation of electricity market and the mode of power market operation, including new index system and new evaluation method. With the rapid development of new energy, the evaluation system will provide a reasonable reference for decisions to get more market share and profits and ensuring the reliability of the power system.
