Line loss is an important comprehensive technical and economic indicator, which influences benefit and profit of electric enterprise business establishments. The measures of reducing line loss can be divided into reducing technology loss and reducing management loss. In the management of loss caused by power metering device management part of the electricity users is one of the important factors. Power metering management is not only the basis of line loss management, but also the key link of marketing management. At present, electric energy metering device can not meet the new management needs because of the practical difficulties in power metering management. To strengthen power metering management, the intelligent metering seal management system based on RFID (Radio Frequency Identification) will be studied and exploited, which can achieve electricity metering seal assert management and process management, track the real—time status of each seal, check and discern the authenticity of seals, and avoid stealing electricity and line loss effectively.The paper firstly summarizes the existing situation of automation identification technology and discusses the automation identification technologies applied into power metering seal management. Then, the technology of RFID is sketched out and the definition, development and advantages of RFID are discussed; the constitution, operation principle and working characteristics of RFID system are analyzed and the feasibility applying the RFID technology into power metering seal management are analyzed. And then, a intelligent metering seal management system based on RFID technology are researched and developed, technological requirements and functional remands for the system are analyzed. On the basis of this, the overall technical scheme and the specific functions for the system are designed. In addition, the handset terminal software convenient for system application, the interface software facilitating communication between the system and marketing platform, security access platform and encryption safeguarding data transmission and security of interaction are designed. At last, based on Windows2000 Server operating system and Oracle lOg database software, the intelligent metering seal management system is implemented by means of JAVA language, the design features are demonstrated and system performance are tested.On the basis of RFID technology and combination of computer network technology, mobile data communication technology and database technology, a intelligent metering seal management system with matured functions and information and communication security is constructed. The product of new metrology seal with novel structure is more superior in anti technical opened ability. It can solidify RFID on metrology seal products, which is uniqueness logo of metrology seal products. Managers exploiting the interfaces of intelligent seal system and marketing system to install metering seal system and get useful information quickly. In order to use, install and change seal system, managers use professional handheld mobile terminal operation and 3G wireless communication technology. To achieve energy metering seal assert management and process management, track the real—time status of those seals, and achieve the goal of monitoring, the managers may use computer network technology, mobile data communications technology. The field application shows that a intelligent metering seal management system based on RFID technology realizes the asset management and process management for the electric energy metering seal, achieves the goal of the whole process for monitoring every seal, and improves the information level of the electricity power enterprise management.
