Smart Grid is the trend of the future electricity network’s development; it is also our national power grid construction requirement. The digital network is one of the smart grid’s necessary stages. For electricity network, the digital is an important parts of the intelligence platform of the electricity’s information system. According to the State Grid Corporation of smart meters promotion requirements, Shanxi Electric Power Company actively co-ordinate the deployment of human and material resources, and collect the original marketing management platform information system and the intelligence real-time data acquisition data from the smart kilowatt-hour meter, in order to create intelligent information collection terminal testing platform. Under the background, it is necessary to analyze the design of the platform; it will provide a reference of the platform’s construction.In this paper, the theory and the concept of user information collection system were introduced, and it also summarized the differences between intelligent user information collection system and the traditional user information collection system. Then the concept is also explained for the intelligent user information collection system, and the common evaluation methods are also introduced. On the basis of above concept, the platform was analyzed and designed. Firstly, the purpose and the meaning of the platform are present. Secondly, with the analysis of the current platform’s status quo, the system’s analysis and design are given and realized.According to the actual situation and the principles of indicators choosing, an index system of the platform evaluation is created from system performance, technology, operational efficiency and effectiveness four aspects. And a fuzzy AHP evaluation method is chosen as the evaluation method. From the before and after construction stauts, the result of each are given, and it can provide a reference for the construction and management of intelligent user information collection system.
