With the rapid development of Chinese economy and society in recent years, China’s aviation industry is also advancing rapidly. Due to the improvement of people’s living standards, civil air traffic volume is increasing annually, which make the general aviation become a new economic growth point for the country. At the same time, because the technology of military equipment is more and more mature, military flight activity is also increasing. All of these bring a great opportunity for the development of traffic control as well as sever realistic test. The air traffic control is directly related to the safety of activities in the air, to people’s life, livelihood and economic interests, and to the national security and political and diplomatic benefits.The development of the aviation industry brings a strong demand for the information technology of air traffic control. At present, although China’s air traffic control information technology is gradually improving, a big gap is still there between China and the developed foreign countries. Especially in the transferring efficiency of air traffic control information, China needs to improve in this aspect. In this thesis, the author analyzes problems and conflicts exit in China’s air traffic control field based on the author’s understanding and awareness in this field, and provides a design of an ATC information and intelligence system and the corresponding implementation.By analyzing the characteristics of China’s air traffic control, the thesis gives an in-depth analysis of the format of aeronautical fixed telecommunication network. Based on relative technical basis such as the utilization of XML files for data exchange between heterogeneous databases, ATC radar basic theories and coordinate theories, the thesis analyzes functional requirements and non-functional requirements in ATC information and intelligence system, and provides a detailed design and implementation plan about various system modules, function modules and database content, structure of the system. Also, the thesis selectively elaborated on the radar information packet parsing, radar information display principles and algorithms between different coordinate systems as well as specific implementations of key algorithms, such as the Earth plane distance measurement operation.Features and innovation of this thesis lie in that its creative design and realization of a set of algorithm that can display information by matching two types of intelligence considering that so far in China no matching is done between ATC intelligence and flying intelligence. Meanwhile, about the issue of second radar code duplication in the intelligence matching, the thesis designs and realizes algorithms that can locate and filter repetitive secondary radar code, which solve the relative problems in an effective way.Through implementation of all relevant functional modules and algorithms, this system is a success by the provision of key code and related test results, which demonstrates the achievement of this system. In the end, this thesis analyzes problems in design and implementation of this system, and plans to solve them in the development of next step.
