Ningdong comprehensive service area is a new town which planning and construction of Ning Dong Energy and Chemical Base. In combination of the characteristics of the construction of NingDong town and power distribution network planning, this paper makes focused analysis and research on three issues:load forecasting for power distribution network planning, net frame designing, and evaluation on planning schemes, and also pinpoints strongly practicable and operational methods adaptable for power distribution network planning for emerging cities and towns, taking the power distribution network planning in the integrated service area of Ningdong as an application instance.Load forecasting is the foundation of power distribution network planning. Based on analysis and comparison of characteristics and adaptabilities of various load forecasting methods, in combination with the characteristics that emerging cities and towns have relatively integral information of land use planning and weak historical data of power use, this paper selects the space load density method as a recommended method for load forecasting in power distribution network planning for emerging cities and towns. With regard to the planning on network structure, on the basis of analysis on general planning ideas and common network structures, and based on the generally small-scaled power distribution networks for emerging cities and towns requiring characteristics such as simple structure, practicability, reliability, relatively high adaptability and flexibility attached to the implementing schemes, this paper puts forward a "partitioned and stratified" planning idea based on power supply zone division and common network structure combinations. At present, evaluation on power distribution network planning schemes is basically performed in two aspects: network structure indicator and project cost. This paper probes into the application of reliability computation and life cycle cost (LCC) computation of power distribution network planning schemes in scheme evaluation.In order that the reliability computation result of planning schemes reflects the disparity between different network structures more accurately, this paper makes a certain amendment to the failure mode and effect analysis (FMEA) method in computing reliability of planning schemes. LCC computation-based economical analysis can better reflect the economy of the planning scheme throughout the whole process from construction, operation and maintenance to scrapping and disposal based on economy analysis of life cycle cost calculation. Upon making comparison between economies of planning schemes, this paper comprehensively considers the degree to which the power supply areas on different levels are sensitive to economy. on the basis of LCC computation.
