Research On Risk Evaluation System Of Entrusted Operation PPP Project

Since the reform and opening up,China has invested a large amount of funds in municipal administration,transportation,environmental protection and other aspects of infrastructure constructions and formed a rich stock of high-quality public assets.It is an important measure to alleviate the government debt crisis to make effective use of the entrusted PPP model to revitalize the stock of public assets and improve the utilization rate of assets.However,as the commissioned PPP project involves many industries and has many and complex risk factors,how to evaluate the risks scientifically and reasonably is an important determinant to improve the effectiveness of risk management.Therefore,the risk evaluation study on entrusted PPP operation can further reduce the risk loss in the implementation and operation of the project,enrich the theory of popularizing and implementing the stock of public assets in China by means of entrusted PPP mode,and provide scientific and reasonable reference for the project participants.Firstly,this paper expounds the basic theories of commissioned PPP project,risk and risk management,and analyzes the risk characteristics of commissioned PPP project.Second,analysis of preliminary identified 25 entrusted operating PPP project 36 risk factors,through the eight experts scoring 22 risk factors as the final evaluation indexes,and according to the nature of the risk is divided into the operational risk,political risk,financial risk and legal risk and contract,thus established contains four secondary indexes and 22 tertiary indicators of hierarchical risk evaluation index system,and then combines ahp method and entropy weight method to realize risk evaluation index of subjective and objective empowerment,and based on the fuzzy comprehensive evaluation method to establish the principal operating PPP project risk fuzzy comprehensive evaluation model.Finally combining with the city youth palace entrusted operating PPP project to make the empirical research,to participate in different subject to the risk of fuzzy comprehensive evaluation,it is concluded that the level of risk and project the actual risk level of consistency,verify the effectiveness and applicability of risk evaluation model and to further reduce the project risk loss puts forward some countermeasures and Suggestions.Through the research on the risk evaluation system of commissioned PPP projects,it provides a more reliable basis and reference for the risk management of participants of different projects and promotes the smooth progress of commissioned PPP projects.Figure7;Table19;Reference 71.
