In recent years, with sustained speed up of China’s industrialization and urbanization, water resources has become an important factor in the rapid development of the national economy. Regional water consumed structure and industrial structure of the national economy are two important aspects in affecting economic development, and the study on the collaborative evolution of regional water consumed structure and national economy is very important for the realization of coordinated development of regional water resources, and has become a hot topic of current research in the field of water resources management.Based on many literature and summarized the previous research results, the paper preliminary analysised the definition of the water consumed structure and its main influencing factors, the definition of the industrial structure of the national economy and its main influencing factors. Also analysised the general collaborative evolution of regional water consumed structure and national economy. In order to quantitatively describe the complex relationship between regional water resources utilization and development of national economy, using system dynamics combined with"the most stringent water management system" content "three red lines" to build a simulation model of collaborative evolution of regional water consumed structure and national economy.In the empirical study, separately analyzed the evolution of the water consumed structure and industrial structure, Then apply the coupled coordination theory to establish a water consumed structure and industrial structure coordination coupling model of Shandong Province. And analysis of the coupling coordination of water consumed structure and industrial structure. Subsequently, the simulation model of collaborative evolution of regional water consumed structure and national economy is applied to Shandong Province, Simulate and predict the trend and the collaborative evolution path of the water consumed structure and industrial structure of the national economy of Shandong Province.Through the analysis the influencing factors of water consumed structure and national economy, concluded that the current industrial structure and water consumed structure in Shandong Province are still some incompatibility. Therefore, this paper set up a series of simulation program adjustment of industrial structure and water consumed structure. By comparing the results of each simulation run the program, the paper finally gives the basic optimization of industrial structure adjustment and water consumed structure, In order to achieve the overall coordination of regional water consumed structure and industrial structure.Finally, based on the coordination of the simulation results of the simulation model of collaborative evolution of regional water consumed structure and national economy, Combined water use and industrial development in Shandong Province. Put forward some policy recommendations to promote regional water structure and national economic industrial structure to coordinate the development and optimization.
