Water resource is limited in the earth. The problem of imbalance between supply and demand and water environmental degradation is very serious nowadays. So how to rationally develop and utilize is very important for humans. The project for water utilization structure and its scientific forecasting is precondition and foundation of the development utilization project. And it is meaningful for rational allocation of water resource in this area and the whole society. The problem of shortage of water, water pollution and water ecological deterioration become more and more serious. All these restrict the development of the society and economy.The data of this thesis is from the book ‘Water Resource Communique in Shaanxi Province’, ‘Shaanxi Statistical Yearbook’, ‘Shaanxi Water resource Statistical Yearbook’ from2000 to 2012. In this paper, the condition of water utilization structure, driving factor and prediction is analyzed and study. Information entropy is used to analyze the evolution of water resource. Gray relational degree theory is used to analyzed the force factor of agricultural water, industrial water and domestic water. And then the main factors for every water sectors are founded. The paper gives some proposal for the future.Water resource is very short in Shaanxi Province. The total water resource of Shaanxi Province is 390.50×108m3, the quantity per capita is half of the data nationwide. And it is uneven distribution in different areas. As the industrialization and urbanization speed up, and global climate change influence around the world, Based on the data of water utilization during 2000 to 2012, the total water use increases by 11.9%.The proportion of agriculture water utilization continuously decline from 70.94% to 66.09%, the proportion of industrial consumption decline from 16.09% to 15.16%, and the proportion of domestic water is on the increase.The result of information entropy shows that the water consumption structure develops disorderly, and the balance degree has small changes. All the result shows that the equilibrium level of water system in Shaanxi Province is stable. The analysis of grey correlation factor shows that irrigation area has great influence on agriculture water. And water~saving irrigation area plays a more and more important part. So developing water~saving irrigation is a good method for reducing agriculture water. Thermal power industry is the important role for the industry water. So how to increase the water repeating utilization factor is very important. The increase of population and urbanization are main factor for the increase of domestic water. So controlling the population and developing the consciousness of saving water of people is the key point.The paper gives some prediction on shallow level for the water resource in Shaanxi Province and gives some suggestion. All these give scientific basis for planning. On the basis of the water utilization in Shaanxi Province, Produced water will have a little change. The surface water will have some increase by locality project. On the contrary, groundwater overdraft will be a serious problem for people. The total water consumption will have a slight increase. The proportion of agriculture water consumption will decrease. The industry water will increase slightly. Domestic water and environment water will continue to increase.The paper suggests more strictly management system should be carried out in Shaanxi Province. The law of water resource should be improved and perfected. We should carry out water~saving irrigation with all people’s strength. We should adjust and optimize industrial structure adjusting measures to local conditions. We should actively promote urban water conservation and appeal to all the people to care for water, value water and protect water. We make the water resource is developed reasonably and efficiently.
