As an important safety tool, temporary grounding wire can protect the personal safety of electrical engineering equipment maintenance workers well. However, coming with problems of forgetting the grounding wire, temporary grounding wire become a major security risk as well as a protecting tool.According to the statistics provided by State Grid Corporation, the accidents coming with improper using of grounding wire account for 60% of all the misuse accidents. In substation, scientific management gives a significant affect in reducing the accident for the temporary grounding wire.In this paper, study of the substation grounding wire management is made and a grounding wire control system is designed. First, the grounding wire management status is investigated. Deeply researches on the grounding wire reference standard and reference process is done, and the temporary grounding wire control system is designed to solve problems of forgetting the grounding wire. Then, the function of the system is designed. The system should cover management of all the temporary grounding wires in the substation, and monitor each set of ground wire from loaning, using to returning. Mounting state and mounting location information of grounding wire is collected and transmitted to the monitoring center, which provides analysis and decision support functions, as well as user-friendly interface and easy operation.After the overall system is designed, communication protocol and software of the system have been designed in details. Based on actual requirements for the system, the communication protocol syntax, semantics, synchronization are designed. A concrete process about the mechanism as well as error controlling is given. The framework of the software is designed, and several modules is presented in detail, including serial communication and the packet processing, real-time data display, non-real-time data management and alarm. What’s more, some programming examples are presented. By graphical configuration technology, real-time data display module vividly shows mounting case of grounding wire in operating site. The alarm module effectively protects the safety and stable operation of the system.To ensure the system running properly and meeting the requirements, the system is overall tested. System testing is divided into unit testing and system testing. First, the function of each module of the system is tested. Then the modules are connected and the function of the overall system is tested to ensure stability of the system. The test results shows that real-time monitoring screen of the software can refresh in less than 0.5 second, and the various functions meet the requirements.
