In the context of State Grid Corporation of China’s pursuing “A three set of five”, in early 2012, as the third batch of pilot in Inner Mongolia State Grid Corporation, Alxa Electric Power Company began the pilot construction work of integrated system in regulating and controlling.For years,we have many problems in Alxa power grid, such as single power supply, long distance of transmission line, lack of labor and working overtime etc. With the new substations have been put into operation, finding a reasonable and efficient management mode of the power grid plays a vital role.Base on the author’s(who is the project director) personal experience in the project, this paper mainly do the following research work. Firstly, it analyses the current situation of Alxa power gtid and the existing problem and shortage, analyses the development of dispatch automation system at home and abroad, proposes the necessity and feasibility of integrated system construction in regulating and controlling of Alxa power grid. Then, based on the comparison of old and new mode in substation operation, analyses the the difference between the two modes, in order to provide the basis for the future work. Next, based on the current situation, designs a substation operation model for the regional characteristics of Alxa power grid. Finally, it takes many different measures to strengthen the safety management of substation.This research provides guidance and supporting programme for the substation operation mode of Alxa power grid construction project in dispatching and control, which can be regarded as the technical manual of construction process, therefore, it has the great significance.
