In the context of State Grid Corporation of China’s pursuing "A three set of five", which stands for intensive management in human resources, financial resources, material resources and large scale movement in programming, construction, operation, overhaul and production, Inner Mongolia State Grid Coiporation began the pilot construction work of integrated system in regulating and controlling. Alxa Electric Power Company tightly seizes the opportunity to do the job of integrated construction of dispatching and controlling, in association with the project of developing dispatch automation system.For years, the substations in control of Alxa power system cover an area of27square kilometers of Alxa League, where natural condition is awful and automatization level is low. With the development of synthetical automation system of the transformer station and construction of unattented station speeding up, it is necessary to restructure the managing mode of dispatching and operating, reduce the operation link and increase the efficiency of real time control of power system operation.In the context of updating and developing dispatch automation system of Alxa power system, based on the author’s(who is the project director) personal experience of participate in construction, this paper designs and studies the system overall. Firstly, it analyses the current situation of Alxa power system and the existing problem and shortage of present dispatch automation system, analyses the development of dispatch automation system at home and abroad, proposes the necessity and feasibility of integrated system construction in regulating and controlling of Alxa power system. Then, based on the construction requirements of dispatch technology support system of smart grid, it explicitly states the design goal, overall plan, system design, functional requirement and the key technical indexes of integrated system in regulating and controlling of Alxa power system. Next, combined with the budget official reply and require demand of Alxa power system, it fully discusses hardware structure and configuration of integrated system in regulating and controlling, system software and technology realization that supported the software. It has done the specialized analysis of the important issues during the system construction, such as system security, station signal processing, centralized control of Automation room, transition of the automatic system from old to new and so on. Finally, it discusses the upcoming follow-up work of the construction of integrated system in regulating and controlling and proposes the direction of the application of the new technology.This research provides guidance and supporting programme for the Alxa power grid construction project of integrated system in dispatching and control, which can be regarded as the technical manual of construction process, therefore, it has the great significance.
