With the rapid development of economy, the shortage of resources and the problem of environmental pollution are growing, the country put forward the idea of "energy revolution", and has promulgated the plan of strategic action for energy development. According to the requirements of the national energy-saving method and living heating must be measurement, collecting fees to the user, the transformation of heating equipment will play a energy-saving emission reduction and environmental protection effect, so the study of heat metering and billing system has significant practical significance.In this paper, an intelligent heat meter is designed, which is installed in the entrance of the exchange loop through the heat exchange fluid, and the intelligent heat energy meter is used for the accurate measurement and charging control of the heating facilities. This design based on embedded system based, using advanced sensor technology and design of intelligent heat meter system scheme, upon completion of the heat meter system control hardware circuit board based on, by transplant real-time operating system to write the driving program of each module, the system can while achieving the heat meter heat metering and prepaid charging control functions.The hardware of this paper mainly includes: master module, data acquisition module, man-machine interface, communication module, data storage module, prepayment module and power module. The main control module design of the control system based on ARM processor STM32f407. The system to collect the traffic and temperature data calculation in heat energy, and control to realize the function of human-computer interaction, external communication, data storage. In this paper, the IC card recognition circuit and the solenoid valve control circuit are designed, and the prepayment function of the heat meter is realized through in-depth study of billing system. In software design, transplantation the operating system μC/OS-III, STM32F4 library function and em Win graphics library, and implements each task scheduling. Through the energy meter measurement error of the in-depth analysis, optimize the signal measurement circuit and the data processing method, increases the temperature curve correction and non often correction coefficient K, and improve the energy measurement accuracy. In the laboratory, the function of the thermal energy meter system is debugged, and the experimental results show that the intelligent thermal energy meter system realizes the function of the design and can work stably.
