Research Of Supervision And Management Method For Shipborne Dangerous Goods Transportation Safety Of Qingdao Port

In recent years, the number and type of dangerous goods vessels in-and-out Qingdao port present an increasing trend, which promotes the development of domestic economy, nevertheless the risk of pollutions from them is increasing. Frequent accidents of shipborne dangerous goods bring about serious challenges for supervision, management methods and emergency response capability, so it allows no delay to explore new management methods for shipborne dangerous goods transportation.This paper regards the supervision and management methods for dangerous goods transportation safety of Qingdao Port as the object of the research and the relative key technologies has been researched. Firstly, the difficulties and existing problems of management dangerous goods at port have been found by analyzing the situation of dangerous good supervision, management and transportation safety at home and abroad port. Secondly, it analyzes the change of transportation type and amounts at Qingdao port, and emphasizes the necessity and urgency of Regulatory Science. Thirdly, according to the condition of Qingdao port and the Risk Management Theory, this paper constructs the risk assessment models of shipborne dangerous goods for domestic and international voyage vessels, respectively. And the quantitative expression for the risk factors has been established. Taking into account of vessels, crew, management, goods, environment and other risk factor’s influence on shipborne dangerous goods transportation safety, the model defines shipborne dangerous goods accident risk index, developing a system of risk assessment methods, and divides the ship into three categories:low risk ship, medium risk ship and high risk ship on the basis of the ship risk assessment. Two ships berthing at Qingdao port were selected respectively, which have been used to test and analyze the risk assessment model. At last, according to the risk level of ship and the characteristic of Qingdao port, this paper proposes the supervision and Long- term management methods of shipborne dangerous goods at Qingdao port.
