In recent years, with the Lanshan habour becoming an important port of national petroleum strategic reserve and with the rapid development of the national economy of the hinterland, the throughput of Lanshan habour is growing rapidly and the total amount of VLCC visiting Lanshan harbour is increasing steadily. But the deep channel of Lanshan harbour has not got the maximum benefit. During the time suitable for entering the harbour, the duration of the effective tide height for VLCC is limited, which causes the low utilization rate of terminals and the vessels. In addition, the port authorities need the experience accumulation of production and administration of VLCC, the local maritime safety administration and pilot station need a familiarization process of administration and pilotage of VLCC, which restricts the safety and efficiency of the VLCC’s berthing.In order to improve the VLCC berthing capability of Lanshan harbour and ensure the safety and efficiency of the VLCC’s berthing, the related research has been carried out. The main contents of research, methods and conclusions are as follows:(1)Based on the calculation berthing standards of 300,000 DWT VLCC with different drafts,300,000DWT VLCC with 20.5m draft meets the berthing requirements of Lanshan harbour under the following conditions:Wave height≤2m,wind force<7,vessel speed≤10kn and the UKC≥12% of draft.(2)Through analysis of the ship domain models, combined with ship voyage time and the duration of effective tide height, this paper demonstrates the feasibility of the scheme of 2 VLCCs Proceeding into Harbour Taking One Tide. According to the calculation of tidal model theory, In terms of tide height taking by VLCC the scheme is feasible. But as a result of navigation safety conditions are not completely satisfied temporarily, it is suggested that the scheme should be carried into execution after the channel condition has been improved.(3) Through analysis of the berthing process of VLCC, this paper establishes risk identification and risk prediction models and puts forward the emergency contingency plans and measures including emergency measures for loss of control, grounding and berthing & unberthing during VLCC proceeding into harbour, and build the related emergency system. Furthermore, this paper also analyzes the contingency plans for VLCC and the emergency organizational processes for port authorities and the pilot station.The research, to a certain extent, helps to improve the traffic capability and operation efficiency of the deepwater channel and to increase oil throughput of the port. The contingency measures for VLCC proceeding into harbour proposed in this paper can be used as reference for the port, pilot station and other departments. This paper can also be taken as reference for the maritime safety administration to implement safety regulation.
